ஆளுநரின் விசேட வேலைத்திட்டம்.........!!!

வட  மாகாணத்தில்  மீளக்  குடியமர்ந்த  மக்களின்  அரச  காணிகள்  தொடர்பான பிணக்குகளை  தீர்த்து  வைக்கும்  கௌரவ ஆளுநரின் விசேட  வேலைத்திட்டம்.

வட  மாகாணத்தில்  மேற்குறித்த  துரித  வேலைத்திட்டத்தின் கீழ்  05  மாவட்டங்களிலும்  போர் நடவடிக்கை   காரணமாக   ஆவணங்களை   இழந்தவர்களுக்கும்   அரச   காணிகளில்   நீண்ட காலமாக   அபிவிருத்திசெய்து   காணி   ஆவணமின்றி   இருப்பவர்களுக்கும்   காணிக் கச்சேரி நடாத்தி    2013ம்    ஆண்டு    முதல்    இதுவரை    89530    அனுமதிப்பத்திரங்கள்    மக்களுக்கு வழங்கப்பட்டுள்ளன.  எனினும்

நீண்டகாலமாக தீர்க்கப்படாத பிரச்சினைகளாக இம்மாகாணத்தில் அரச காணிகள் தொடர்பாக  பின்வரும்  பிணக்குகள்  இனம்காணப்பட்டுள்ளன.

1. முப்படையினர்  மற்றும்  பொலிஸார்  காணிகளை  வைத்துள்ளமை.

2. இன்னமும்  20  வீதம்  இழந்த  காணி  ஆவணங்கள்  வழங்கப்படாமை.

3. 10  வீதத்திற்கும்  மேற்பட்ட  காணிப்  பிணக்குகள்  தீர்க்கப்படாதுள்ளமை.

4. இடம்பெயர்ந்த  காணி  உரிமையாளர்கள்  மீளக்குடியமராதுள்ளமை.

5. சில உரிமையாளர்கள் சட்டத்திற்கு புறம்பான முறையில் காணியை கைமாற்றியுள்ளமை.

6. மக்கள்   இடம்பெயர   முன்னர்   குடியமர்ந்திருந்த   பல   கிராமங்கள்   2013ம்   ஆண்டிற்குப் பின்னர்  வேறு  திணைக்களங்கள்  தமக்குரிய  காணிகள்  என  உரிமை  பாராட்டுதல்.

7. சிவில்   நிர்வாகம்   தடைப்பட்டிருந்த   1990ம்   ஆண்டு   காலப்பகுதியிலிருந்து   காணியற்ற மக்களுக்கு  காணி  வழங்குதல்  நடைமுறைப்படுத்தப்படாமை.

8. காணியை   நீண்டகாலக்   குத்தகையில்   முன்னர்   பெற்றுக்கொண்டவர்கள்   குத்தகைப் பணத்தைச்  செலுத்தி  புதுப்பிக்காமை  மற்றும்  சட்டத்திற்கு  முரணாக  அரச  காணிகளை புதிதாக  கைப்பற்றி  வர்த்தக  நோக்கத்திற்காக  பாவிக்கின்றமை.

9. சில அரச அதிகாரிகளின் தனிப்பட்ட விருப்பு வெறுப்பு, அசமந்தப்போக்கு மற்றும் பொதுமக்களிடமிருந்து  எதிர்பார்ப்பு  காரணமாக  காணிப்பிரச்சினைகள்  தீர்க்கப்படாமை.

10. சில மத நிறுவனங்கள் தமக்கு சொந்தமில்லாத காணிகளை ஆக்கிரமித்து வைத்துள்ளமை.

மேற்குறித்த   விடயங்கள்   எனது   கவனத்திற்கு   கொண்டுவரப்பட்டதாலும்   கள   விஜயம் மற்றும்          பொதுமக்கள்          சந்திப்பின்போது          அறியப்பட்ட          வகையிலும் உறுதிப்படுத்தப்படுகின்றன.

பின்வரும் நடவடிக்கைகள் கடந்த ஏப்ரல் மாதம் முதல் எனது அறிவுறுத்தலின் பிரகாரம்  துரித  வேலைத்திட்டமாக  நடைமுறைப்படுத்தப்பட்டு  வருகின்றது.

1. ஆரம்பகட்டமாக   வட   மாகாணத்தில்   அரச   காணிகள்   தொடர்பான   கடமைகளைச் செய்யும்    உத்தியோகத்தர்கள்,    அரச    அதிபர்கள்,    பிரதேச    செயலாளர்களுடன் மத்திய  அரசாங்கத்தின்  காணி  ஆணையாளர்  நாயகத்தின்  பங்களிப்புடன்  கூட்டம் நடாத்தி  மத்திக்கும்  மாகாணத்திற்குமிடையில்  புரிந்துணர்வு  ஏற்படுத்தப்பட்டுள்ளது.

2. இப்பிணக்குகளை    முழுமையாக    தீர்ப்பதற்கான    03    ஆண்டு    வேலைத்திட்டம் தயாரிக்கப்பட்டு    கிளிநொச்சி    மாவட்டத்தின்    பூநகரி,    கண்டாவளை,    கரைச்சி பிரதேச    செயலகங்களின்    கிராம    உத்தியோகத்தர்கள்    பிரிவுகளில்    தரவுகள் சேகரிக்கப்பட்டு பிணக்குகளை தீர்ப்பதற்கான நடவடிக்கைகள் ஆரம்பிக்கப்பட்டுள்ளன.

3. LDO  அனுமதிப்பத்திரங்கள்  வழங்கப்பட்டுள்ளவர்களுக்கு  அளிப்பு  வழங்குவதற்காக இந்த    வருடத்திற்கான    இலக்கு    10,000    ஆக    நிர்ணயிக்கப்பட்டுள்ளது.    இதன் ஆரம்பகட்டமாக,     கடந்த     08.06.2019     அன்று     முல்லைத்தீவு     மாவட்டத்தில் அதிமேதகு      ஜனாதிபதி      தலைமையில்      1500      அளிப்புகள்      மக்களுக்கு வழங்கப்பட்டுள்ளன.

4. சகல  பிரதேச  செயலகங்களிலும்  காணியற்றோர்  பட்டியல்  தயாரிக்க  நடவடிக்கை மேற்கொள்ளப்பட்டுள்ளதுடன்    இதுவரை    தமது    பெயர்களை    பதிவு    செய்யாத காணியற்றவர்கள்   தமது   பெயர்களை   குறித்த   பிரதேச   செயலகங்களில்   பதிவு செய்யமுடியும்.

5. மக்களுக்கு பகிர்ந்தளிக்கக்கூடிய அரச காணிகளை பிரதேச செயலர்கள்

இனம்கண்டு     அவற்றை     காணியற்ற     மக்களுக்கு     பகிர்ந்தளிக்க(காணிச்சட்ட விதிகளுக்கமைய)  ஏற்பாடு  செய்யப்பட்டுள்ளது.

6. எதிர்வரும்   01   மாத   காலத்தினுள்   (யூலை   01ம்   திகதி   தொடக்கம்   யூலை   31 வரை)இ         காணியை    குத்தகையில்    பெற்றவர்கள்    குத்தகைப்    பணத்ததைச் செலுத்தி    புதுப்பித்தல்    மற்றும்    அத்துமீறிப்    பிடித்து    வர்த்தக    நடவடிக்கை செய்பவர்கள்  முறைப்படியான  குத்தகை  ஆவணத்தைப்   பெறுவதற்கு  நடவடிக்கை எடுக்க        அறிவுறுத்தல்        வழங்கப்பட்டுள்ளது.        இதனை        கடைப்பிடிக்க தவறுபவர்களுக்கெதிராக    சட்ட    விதிகளுக்கமைவாக    நடவடிக்கை    எடுக்கவும் அறிவுறுத்தப்பட்டுள்ளது.

7. மத்திய வகுப்புத் திட்டத்தில் வழங்கப்பட்ட அனுமதிப்பத்திரங்கள், R இலக்க அளிப்பு     காணிகளுக்கான     கொள்விலையை     செலுத்தி     புதிய     அளிப்பினை பெற்றுக்கொள்ள  காணி  உரிமையாளர்களுக்கு  அறிவுறுத்தப்படுகின்றது.

8. எதிர்காலத்தில்    அபிவிருத்தித்    திட்டங்களுக்காக    முதலீட்டாளர்களுக்கு    காணி வழங்குவது  தொடர்பாக  காணி  வங்கி  முறைமையொன்று  உருவாக்க  நடவடிக்கை எடுக்கப்பட்டுள்ளது.

எனவே       எதிர்காலத்தில்       அரச       காணிகளின்       முகாமைத்துவம்       மற்றும் நிர்வாகத்தினை   சுமுகமான   முறையில்   சட்ட   விதிமுறைகளுக்கமைவாக   மக்கள் பயன்பெறும்பொருட்டு   பிணக்கிற்குரிய   காணிக்காரர்கள்   தமது   விண்ணப்பங்களை காணி    அமைந்துள்ள    பிரதேச    செயலகங்களில்    பதிவு    செய்யுமாறு    தயவுடன் கேட்டுக்கொள்கின்றேன்.

Special Work Plan to resolve the disputes over state lands involved with those people who were resettled in Northern Province

An accelerated work plan has been implemented to resolve the disputes over the state lands involved with those people who were resettled in the state lands of Northern Province. Under this work plan, 89,530 permits have been issued to the resettled people of five districts who lost their land documents during the war and the people who developed the state lands and lived there for a long time without any valid land documents, through conducting land kachcheries since 2013. 

However, the following disputes have been identified as long-standing unresolved issues with regard to state lands in the province.

1. Tri-forces (armed forces) and police occupied lands

2. Still 20% lost land-ownership papers not provided.

3. More than 10% land disputes not resolved.

4. Some displaced land owners did not resettled yet.

5. Some owners illegally transferred the ownership of lands.

6. After 2013, many villages that were formerly inhabited by IDPs have been claimed by other departments as their owned.

7. During the civil administration interrupted period, since 1990, no lands were alienated to those who do not have lands.

8. Those who had previously obtained the land on long-term lease did not pay their rent and did not renew their lease, at the same time the lands were encroached by others and are being used for commercial purpose.

9. Some land issues were unresolved due to the some officials’ personal preferences and hatreds.  

10. Some religious institutions have occupied some lands which do not belong to them.

The above issues have been brought to my attention and are verifiedthrough the field visit and public meeting.

The following stepsare being implemented as per my instructions since April last year.

1. Initially, a mutual understanding achieved between central government and provincial body through a discussion with the officers handling the state land related duties, Government Agents and Divisional Secretaries with the participation of the Commissioner General of Lands.

2. A three year program has been prepared to resolve these issues. Accordingly GramaNiladhari Divisions of the Poonaryn, Kandawalai and Karachchi Divisional Secretariats in the Kilinochchi District have started collecting data and resolving the disputes.

3. The target for this year has been set at 10,000 for issuing grants to those who have been provided with LDO permits. As a first step, 1500 grantswere given to the people by His Excellency the President on 08th June 2019

4. Steps have been taken to prepare the list of landless people in all Divisional Secretariat areas and those who have not yet registered their names are able to register their names at the relevant Divisional Secretariats.

5. Arrangements have been made by the Divisional Secretaries to identify the state lands which could be alienated to the public and to alienate same to the landless people (in accordance with the Land Laws).

6. The leaseholders have been instructed to renew the lease and those who have encroached lands for their commercial purpose are instructed to receive proper lease document. Legal actions will be taken against those who fail to follow the instruction within one month period from the forthcoming July 1st. 

7. Landowners are advised to pay the purchase price of the lands of the R-number grants and lands alienated under the Middle Class Colonization scheme and obtain the new grants.

8. Steps have been taken to create a land banking system to provide with land for future development projects to the investors.

Therefore, I would kindly request the disputed landowners to register their applications at the relevant Divisional Secretariats and co-operate the state to facilitate the smooth management of state lands in order get those managed in accordance to the legal provisions and render satisfactory service to the public.
